The Times-Picayune reports that tens of millions of dollars in federal aid has been sent to the crippled Louisiana mental health system following Hurricane Katrina, but the money has not always reached those who need it most.
A new study also suggests that despite initial efforts to meet the mental health needs of students displaced by Hurricanes Katrina and Rita, many schools no longer offer services.
