Officer Frank Webb (right) of the Houston Police Department receives the Sam Cochran Compassion in Law Enforcement award from Sam Cochran (center). Cochran developed the crisis intervention training program that is now being replicated in police departments across the country. Webb not only worked to establish a CIT program within his own department, but has also been involved in developing curriculum for the program. |
