Fredrick Sandoval, MPA, was appointed by Governor Bill Richardson as the Department of Health Executive Administrator of the New Mexico Behavioral Health Purchasing Collaborative. This 17 state agency, $350 million effort is transforming the current delivery system into a single behavioral health system throughout the state for all populations needing behavioral health services. Mr. Sandoval was formerly appointed by Governor Richardson as Deputy Secretary of Programs and the Behavioral Health Division Director for the State of New Mexico Department of Health. While serving as Deputy Secretary he had oversight responsibility for more than 3,600 employees in six state facilities and six divisions including behavioral health, public health, long term services, epidemiology, health improvement and scientific laboratory. Before returning to state government, he served as the Planner Supervisor for the City of Santa Fe Community Services Department for ten years. He is currently serving his second 3-year term on the National Board of Directors for the National Alliance for the Mentally Ill (NAMI) in Arlington, Virginia and serves as Secretary and chair of the Strategic Planning Committee. Fred was recently elected to the National Latino Behavioral Health Association Board of Directors. Fred is a family member whose sister was diagnosed with chronic paranoid schizophrenia approximately 25 years ago.
As president of NAMI Santa Fe, Fred worked to strengthen his local affiliate by facilitating a board planning retreat, conducting an internal financial audit, and establishing a shared-decision-making model to more effectively manage affiliate activities and funds. He established a by-laws committee to revise and expand corporation by-laws and policies. Under his leadership, NAMI Santa Fe received its first outside grant from a philanthropic foundation to operate a youth art therapy project for children with mental illness. This effort was in collaboration with the New York University Child Revealed exhibition. He also facilitated the Quinto Lunes mental illness education program for Spanish-speakers. In addition, Fred serves on the Finance Committee for NAMI New Mexico.
As the director for community mental health centers in Raton and Santa Fe, Fred started the first independent living center for psychiatrically disabled adults and hired the first Spanish-speaking psychiatrist in the rural county of Colfax. In 1988 he started the Spirit Club, the first psychosocial rehabilitation center for consumers in Santa Fe. He supervised the operations of the residential treatment center for mental health consumers and received an Outstanding Administrator award for his leadership as director of the Sangre de Cristo Community Mental Health Center.
In 1996, Fred was the project manager for Crisis Response of Santa Fe, which received a four-year grant from the Robert Wood Johnson Foundation through the Local Initiative Funding Partners Program. The project involved the development of a mobile crisis team, 24-hour hotline, service provider network, and Assessment, Detoxification & Treatment facility to serve persons in mental illness and substance abuse crises. He was nominated to the Robert Wood Johnson Foundation Community Leaders Program for his leadership and coordination efforts with this project.

Fred holds a bachelor's degree from the University of New Mexico in University Studies, with a concentration in sociology and social work. He received a master of public administration degree from Northern Arizona University in Flagstaff, Arizona. He is also an adjunct professor at the University of Phoenix and regularly consults on cultural competency.
