Grading the States is a first comprehensive survey of adult public mental health systems in every state and DC since 1990. It is a response to the President’s New Freedom Commission and Mental Health. The report is intended to:
- Provide advocates and policymakers with a specific action agenda
- Be a baseline for future measurement
- Promote dialogue
- Serve as a catalyst for improving services for adults with serious mental illness, including necessary increases in funding
