What Providers, Mental Health Authorities, Legislators, Managed Care Organizations, Consumers, and Families Can Do
STAKEHOLDER CONTRIBUTIONS FOR ACT INITIATIVES
- The NAMI state organization can:
- Participate on advisory committees and ongoing subcommittees.
- Participate in ACT monitoring and contract compliance.
- Facilitate media involvement and local and state legislative visits.
- Educate local affiliates on the ACT model of care and expected outcomes and encourage their involvement in local ACT program oversight.
- Partner with the state mental health authority and other stakeholders for a ACT funding request.
- What NAMI National Can Do:
- Spread the good news nationally through media.
- Provide ongoing support and consultation via NAMI Regional Director.
- Assist in the identification of ACT consultants.
- Review and provide input for draft ACT Plans.
- What Primary Consumers Can Do:
- Participate on advisory committees and ongoing subcommittees.
- Gain knowledge regarding ACT and targeted population.
- Participate in legislative meetings regarding ACT.
- Participate in ongoing program monitoring, evaluation and oversight activities.
- Become ACT Team Members.
- Partner with the Department and other stakeholders for a ACT legislative funding request.
- What the state or county mental health authority can do:
- Prioritize and lead planning efforts on ACT targeted to the most severely effected by mental illness.
- Create standards and policies consistent with ACT.
- Develop funding strategies, which provide incentives for ACT.
- Develop and fund staff training efforts, which include the development of ongoing capacity for ACT skills development.
- Improve monitoring process for contracts to ensure contract compliance and quality programs.
- Monitor contracts with respect to developing and expanding ACT Services.
- Sanction programs or MCO, when standards or milestones are not consistently met.
- What Leading Universities Can Do:
- Develop ongoing ACT training capacity for all teams.
- Develop and perform ACT program evaluation.
- Develop residency programs for Community Psychiatrists.
- What Legislators and the Legislature Can Do:
- Gain knowledge of ACT and its effects on persons with the greatest problems related to severe mental illness.
- Support ACT policy development and expansion.
- Provide line item funding for ACT.
- What Managed Care Organizations/ Providers Can Do:
- Meet all government mental health authority contract requirements for ACT.
- Adopt and implement National PACT Standards.
- Develop credentialling requirement for teams.
- Develop performance outcome/ ACT fidelity reporting mechanism.
- Develop technical assistance plan to ensure expert guidance and training for current and future teams.
