President Bush Vetoes Funding for Mental Illness Research and Services Programs

On November 13, the President vetoed the FY 2008 Labor-HHS-Education Appropriations bill (HR 3043) that includes FY 2008 funding for a broad range of health and human service programs including research at the National Institute of Mental Health (NIMH) and services programs at the Substance Abuse and Mental Health Services Administration (SAMHSA). The President had repeatedly vowed to veto the bill because it is nearly $10 billion over his FY 2008 budget request.

The bill was sent to the White House on Thursday, November 8, after the House voted 274 to 141 to approve the conference agreement on the bill – 15 to 20 votes short of the margin needed to override the President’s veto (depending on how many members are present and voting).
