Cultural Competence Assessment of NAMI National

In September 2007, NAMI kicked off its six-month, cultural competence self-assessment to examine the organization’s capacity to meet the needs of culturally and linguistically diverse communities. In this process, NAMI is examining key indicators of cultural competence within the organization through five data collection methods: internal and external stakeholder surveys; work product reviews; stakeholder profiles; focus groups; and interviews. Determining the perceptions, practices, and satisfactions of staff, consumers, family members, and other key participants are an essential component of the assessment.
The assessment will evaluate NAMI National first, identifying strengths and weaknesses throughout the structure, mission, programs, etc., concurrently developing a replicable assessment tool for NAMI state and local affiliates. NAMI will utilize that information to build upon its identified strengths while creating strategies using resources and partnerships to meet the needs of diverse communities more effectively.
The assessment tool utilized by our consultant, the Outcomes Management Group (OMG), was among 17 cultural competence instruments analyzed in a 2006 review conducted by experts from the University of South Florida Department of Child & Family Studies, Louis de la Parte Florida Mental Health Institute. In this review, the most common working definition of cultural competence, occurring in 8 of the 17 instruments, was one offered by Cross, et al. (1989)—the OMG model was included among these 8 instruments (Harper et al., 2006). The analysis of the 17 instruments also yielded a compilation of 8 common domains which are utilized in OMG model currently utilized in the assessment NAMI National.
The findings suggest that the Cultural Competence Assessment Tool that is being used by NAMI National as compared to other organizational tools meets and in some instances exceeds criteria established to evaluate tool development and purpose.
